New York State and Free College Tuition

During the presidential election campaign, the affordability of college tuition was just one of the many issues that made headlines. It was one of Bernie Sander’s signature policies to make college more affordable, especially to prospective students from lower or middle income backgrounds. Has New York set the ball rolling as the first state to scrap tuition fees for some students?
